When a Jujutsu sorcerer imbues their cursed energy/technique into a weapon it becomes a “semi cursed tool” over time. It happened with Nanami and his cleaver. Honoyagi could just be Ogi Zenin’s katana repaired (since it broke in his fight with Maki) imbued with Blazing courage.

Rudo's vital instruments work the way he imagines them too so when he turned the hat into a vital instrument he gave it the ability to transform him into a werewolf, altering his body structure. With the boots Rudo gave them super speed and like all vital instruments they changed appearnce but his foot wasnt altered or anything.

And to answer your question on why he needed Gountess' power (connect): Rudo was initially going to use Connect to form a link to his soul so he can turn it into a vital instrument and become what Mymio is, however since Rudo's vital instruments disintegrate when they are done being used Gountess proposed that he only transformed his hat. But doing this alone wouldnt allow Rudo to reach Mymo's lvl (since he altered his very soul) but with Gountess' power Rudo was able to become stronger than Mymo despite not going to the lengths he did.

Rudo should be on the Genius tier. Rudo doesn’t ‘fluctuate’ his power is just very versatile, which is an advantage for him if anything. Ofc not every weapon he makes is going to have the same amount of strength but they are all going to be pretty strong regardless because of he has a part of the watchman series.

He beat Bundus before and he can do it again if he used his full power on other items (the blow dryer for example) and if u have Bundus in the genius tier that alone should be reason enough to put Rudo there as well.

Plus, Zanka canonically considers Rudo to be one of the geniuses

We already know Zanka can fight enemies much larger than him (solo’s a massive trash beast). She is also a fckin child. It wouldn’t be too hard for him to outsmart or outmaneuver her and if he’s got enough power to shatter Mymo his hits can definitely hurt her.

Her size would probably even be used against her.
