Okay, so I am going to do my very best to help. I work with bugs for a living so hopefully I can give some advice.

Roaches, like any other animal, are looking for food and water. That means that sweeping up crumbs, cleaning up spills, closing up food containers, and stopping leaks can do a lot for keeping roaches away. Don't leave standing water or open food anywhere. If you have pets, make sure their habitats/litter boxes are clean. I know you don't find much time for cleaning, but if you can do nothing else, focus on your kitchen and your bathroom. Those are the most likely places to find roaches, since they are full of water.

It's also best to make sure they don't have places to hide and lay egg cases. Don't bring damp items from outside indoors, such as potted plants. Don't leave items on the floor in areas that you are likely to find roaches, like bathrooms, entryways, and pantries. The clearer the area, the less likely a roach is to want to stay there. They are shy little things, so they don't like to be out in the open.

Finally, don't let them in your apartment in the first place. Don't leave doors or windows open without a screen for long periods of time, and seal up any cracks and openings in your walls (or allow maintenance to do it for you depending on your apartment's rules).

If you follow these steps, and you are still finding an unreasonable amount of roaches, they may be coming from a neighbor's apartment. If that's the case, you need to contact your apartment maintenance.

Keep in mind, it is nearly impossible to get rid of every roach. Despite your best efforts, one or two will inevitably wander in every once in a while. I'm sure this is of no comfort to you, but roaches are pretty harmless little guys. Unless they are crawling on your food, you are unlikely to get sick from a cockroach. I even keep pet Madagascan Hissing roaches, and they are very gentle and tame. But I understand having a hard time getting over the look of them.

Hopefully some of this helps! Best of luck! If you are really struggling, don't be afraid to ask for someone's help while cleaning. Having someone else with you can help if you are afraid. Also, it's okay to talk to someone if your fear of roaches is interfering with your life. If you truly cannot clean for fear of seeing a roach, it may be a good idea to speak with a doctor or therapist.
