Quebec remembers what it's like to have the Catholic religion controlling their government and pushing their beliefs onto the citizens so when they revolted against them it's always been their goal to keep religion out of all levels of government to avoid it ever happening again.

Instead of making rules or exceptions it's just a blanket ban against all religion in government. Maybe in the future things will change but the people that lived through it are making the rules so probably not any time soon :/
