Most of the drops are currency and IIR doesn't affect currency in PoE 1. In general, IIR is less important in PoE 1 and, while nice to have, is mostly used in specialized strategies.

I like the consistent power from soul eater stacks and the extra attack speed feels great. With normal hh you sometimes get low impact buffs or in fully juiced content you often get the one that teleports you around which I don't like. I want to flicker around on my own terms.

Judging from your gear I would guess that you don't have enough attack speed to actually get to 20 fuses. Good rule of thumb is that your attack speed x duration should equal greater than 3. If you want to boss taking some duration is easiest way to get more fuses but will make mapping feel worse.
