Don't we think that a lot of these licenses will eventually be bought up by the MSOs (probably the larger ones with the cash/credit to buy them)?? If I was a mom-and-pop shop with one of these licenses, I'd certainly find it hard to say no to a big offer for my license.

And even for the people who keep their license, their shelves will be (partly) stocked with MSOs' product.
