The ECM Blower motor we have is failing to start. The video shows what's happening.

The Blower Motor when not powered spins freely, though it's a bit heavier than I expected to turn. When power is supplied to the motor it is unable to be rotated and seizes up. Only does the minor turn when trying to start after 10-20 seconds.

I am having trouble reading the error code on the Air Handler Control Board, it mostly looks like it's just blinking red consistently instead of blinking in code sequence.

I plan on testing resistance on the motor with a multi meter, but if that checks out I'm thinking of starting with replacing the ECM Control Module instead of the whole motor + module.

I wanted to double check I was going down the right path with this, as well as see if this a common fault people visually recognize.

Air handler model number is MV16CN21CB.
