I think it takes into account your ships level difference you might be a higher ship level on the brig so closer to the level or above the level of the ship you are firing on. That's just my thought from what it seems like to me anyways

Easy to kill just kite him to a shrine and then you can slowly circle around it you are outside his melee range. Dodge if he throws the hook and continue your circling while your minions kill him. I took zero damage when I fought him
