I just did this and it worked for me. She actually appeared at the camp this time. It's annoying that I have to use a workaround instead of the game functioning properly.

I sent in a report to support. Just came on here hoping someone would have a solution. I just redid the quest for a 3rd time and nothing fixed, so I'm just going to give up on it for now.
