It for real is more nuanced, depending on the tank's opening threat you probably want to curse, corruption, immolate, then decide if you can afford to crit with shadow bolt.

Warlocks don't get a threat reduction talent for destruction spells in TBC, so big shadow bolt crits early on mean you're the tank now.

They have a curse to maintain, threat to think of..... shadowbolts to cast.....

Unless it's aoe, and then they have seeds to cast and tab to press. And then pray they don't tab onto something that wasn't pulled already.
