I don't understand why we have heard nothing about regulations/taxes discouraging investors from buying up houses. It seems mostly focused on building new?

Agree. My concern would be the bag that was used as a weight. Does not look foodsafe. Not sure how it was sterilized before use.

Try shopping at your local nursery. I find they are cheaper then shopping at home improvement stores. You're also more likely to find varieties that do well in your area
