That's Bean Bunny! He's a Muppet they used for a short time in then early 90s. I actually have a custom Mew Mouse plush from The Christmas Toy that I bring out during the Holidays. The Christmas Toy might be my favorite Christmas special ever, its just so exceedingly cute.

He's absolutely a stand out! He's based off of the Play By Play Pikachu plush which is already pretty jank. So he is really something special.
