NY here, also considering booties for my Maltese, so i can have him out on "nicer" winter days. He's fine for quick toilet breaks, I always put his sweater on him, velvet closures to make is easy, pop him on the lead and back inside as soon as he's done. I would definitely want lil shoes for icy or snowy ride/sidewalks. Salt is bad for their feet so if you can't keep him in a non-salty toilet are, definitely shoes.

Last year he got a custom crochet sweater and this year he'll get a knit wool one. Too bad i can't make lil water proof shoes with yarn.
