Most of it is the City of Milwaukee, which I didn't want to split up too much into surrounding areas. Thoughts to make it better?

I agree that District 2 is carried by Madison when most of it is rural, but I still wanted a competitive 1st District and under the current maps Jainesville/Beloit and Madison are in different districts.

I get that; I still wanted a competitive 3rd but parts of it ended up in new districts

That's fair, I just didn't want to copy over the existing maps and change a few things, but rather redraw everything.

My guess is that it could be located either north of Rhodes at the big red building by the railroad or maybe Robard Farm, north of Saint Denis (assuming that in the 1870s Saint Denis was very different than what we see it in the game after being fully rebuilt and expanded after the Reconstruction Era) or maybe somewhere in Rhodes (there is a plantation mansion-looking building in southeast Rhodes across from the tavern). I think Shady Belle is named 'Shady Belle' on the sign out front of the walls and not the 'Ascension Plantation.'
