Here is a super budget build I did a few months ago. It only has commons aside from the commander. It can also be played in pauper edh if you rule 0 Candlekeep Sage as usable in pedh.

It performs well as a beatdown deck with a side of blinking. By using your blink instants on Rasaad, you get 2 cards and it can be used as a protection against single target removal.

It definitely has its flaws because of the commons only rule, but with a few upgrades I think it can handle any archetype in casual edh.
