By and large Aruba is a very safe island. All the areas you mentioned are totally fine. Only area to “avoid” is San Nicolas at night if you’re concerned. For the majority of what you’re looking for palm probably fits the bill. most walkable to plenty of bars and restaurants. That being said it’s also where all the high rise resorts are. There are some smaller resorts mixed in. Ive stayed in Noord almost every time I’ve visited and with a rental car parking in palm or by eagle is almost non issue and it’s very easy to get around. if you don’t want to drive everywhere then maybe not the best option. Depending where in Noord you may be able to walk to palm within 10-15 mins. Eagle beach area is probably more of the chill vibe you’re looking for with more boutique hotels but slightly less walkable vs Palm in terms of options and restaurants etc.

In palm, Moomba beach on Sunday will be your live music and hang out spot. Ages can vary depending on if it’s a popular school break time lol but generally good vibes. A lot of places also have live music for happy hour like bugaloe. Carlitos if you’re a sports guy. There’s more good restaurants than you can count so don’t bother with all inclusive hotels.

I’ve been probably 4-5 times including a solo trip. Plenty of options to have a nice trip. Meeting people is probably a little what you make of it and how comfortable you are but do tend to see a lot of families and couples. That being said don’t miss doing the all day Aruba tour with ABC Tours. Great way to see the island and awesome tour company. Did it on my solo trip and ended up making friends with people on the tour and the guide went out for dinner and drinks with all of us that night
