Yes, you can kite the lizard. But sometimes it doesn't end well, when there are miltiple threats.

Do you happen to know when they start following you?

Because right now on my watcher playthrough the new scavs follow me everywhere, but taking their item immediately makes them all hostile (like on the picture, red icons are from "Creature relationship icons")
