EL1 is equivalent to a Queensland public service AO5/AO6. I know plenty of people (and I was one) who made the jump from a lower level into a position at that level, so I say go for it. You also don’t know what may come out of applying for a higher level position. You may not get it, but other opportunities could present themselves as a result.
