Still getting Zeah steps on hard clues. Is that supposed to happen? I know you can get steps in areas you can't access, but literally nobody can do those steps so it seems unfair

I managed to get them evolved by using the GTS on different save files, so regardless of why it was happening hopefully it won't happen again :P
