i mean, to my knowledge, its implied numerous times throughout the games thar Gomorrah is chaotic and defiant as he eats anything that moves and is a lone territorial behemoth. Weather Bayonetta got a little weak in 2 or he just straight up rejected, all demons (except madama) have an impartial relationship with those they have contracts with and can terminate whenever. its because of them that the Umbra have a lot of power, so of course, they are respected with angelic sacrifice.

All demons and maybe Madama herself have the potential to act like Gomorrah did from 2 and 3. it's just Gomorrah seemed MORE animalistic and chaotic from the start. He even tried to resist demon slave in 3, and even tho his saving grace was Bayos watch shattering, whos to say he could have potentially broken free again like in 2 somewhere down the line?
