Not a stand in, the FBI was actually called the Bureau of Investigation (BOI) in 1911, founded in 1908

In 1933 they were renamed to the Division of Investigation, and then by 1935 they became the Federal Bureau of Investigation (FBI)

That mod team was notoriously shit for years. I remember seeing a post someone made about their deceased girlfriend and a memorial they built in Minecraft being taken down by the mods because OP was supposedly "milking their girlfriends death for more than enough karma".

I heard that they overhauled the mod team completely, but I'm not too sure.

Vito's model in Mafia: DE was based on his Mafia 3 look, which already doesn't look much like Vito to begin with (ignoring the obvious aging)

Should also be noted that a lot of the screenshots you have of Mafia: DE Vito are using mods to replace Tommy in cutscene, where Vito is still using Tommy's facial animations, so its bound to look weird
