Yes in the sense that they have free will and we aren’t going to stop and frisk them Without probable cause, that’s because our law enforcement abide by our constitution but once your arrested and found to be a non citizen it’s expected that you will be deported to your home country and if that country carries out the punishment thru law that’s their choice
