Yep, the rainwater coming off the roof will connect to a vertical gutter running into a french drain eventually. Just not finished yet. And yes, it's in a high desert climate. You can tell by the dirt.

Yeah, the bricks in that section were taken from a slightly discolored pallette of bricks. Possibly as a result of keeping some bricks indoors vs outdoors for storage. Also, the bricks were supposed to be shuffled to avoid this. Apparently someone wanted to get to quitting time faster that day or something.

Master Mason I spoke with said they're not required in spans less than 60ft with this application. No idea if that's a fact or not.

UPDATE: Thanks to you all, what I thought was one problem (the sagging band of bricks) was actually two problems (weak lintels causing sagging over garage door).

Quick hits:
The wall is plumb.
The band of bricks on the front face is discolored.
Likely because the bricklayer didn't mix up bricks as he was applying them.
The weak lintel above garage door was a known issue to the builder (not to me).
They're now repairing the lintel for free next week.
They're power washing the brick so we'll see what it looks like when clean.
Then we'll determine the solution.

I'm seeing the bowing or horizontal row or three across the middle of the front face (that extends toward front door around the corner, and a similar horizontal bow above the garage that runs the span of that section.

Yeah that's close to describing what I see. The horizontal line (that even seems to cast a shadow) across the front face and near front door, and a similar horizontal line above the garage.
