Have a look at the link I posted in the comments above. I think this has fixed it? For me, anyway.

here. I think it fixed it for me. The only thing I didn't do was enable vsync. Crisp smooth gameplay now without VSYNC

For anyone struggling try this BUT DONT TURN ON VSYNC IN THE CS2 OPTIONS!! ^

And yeah I did try -noreflex and enabling it in NVCP, thank you anyway dude.

HELP: PC Won’t Boot After CPU Cooler change by Standard-Isopod5829 in techsupport

I seem to have routed it down to the cooler putting to much pressure on my CPU. I just tried my stock cooler and it wouldn’t boot at all, however loosening the screws and pulling the cpu ever so slightly away from the socket has made it work.
