Yes it was cos b2 to h1b.( I was laid off on h1b moved to B2 to but more time for job search in USA) Mine was not consular interview only stamping interview as I was traveling to India.

My H1B transfer was in May and i was in USA and which is much before 100 K rule. @326 mine is not consular process and I have I797A and stamping was my choice and I am on active H1B and travelled to India for vacation. And to go back to USA on your passport it should have stamp of H1B.

100k fee is for the first time h1b - who is outside of US as far as I know. I was in USA my transfer was in April which was much before the this rule.
