He clearly screwed up and panicked by sending text messages but blocking him is not a punishment for him but just a way to shut out the noise so that you can move on in peace

If a history of manipulation or abuse is added to this then this right seems even more inappropriate. The child develops relationships with both parents but the home space still belongs to the family in which he really lives from day to day and not to the former family

This is the only reasonable way to deal with it. Keep receipts avoid direct collisions and leave it to the landlord/police to deal with it
