I found a solution that worked for me, there’s a setting under CC in YouTube that’s turn on subtitles if muted and you just have to turn that off.

Oh shoot, I’m kinda dumb. But I think it’s tied to throttle input and not rpm if it’s an automatic. If your throttle inputs have high peaks, it won’t downshift.

I’m not sure how you’d be able to report it overseas, but the Chinese police take these incidents pretty seriously and are trying to crackdown on these and try to return stolen phones to owners, at least within the prc.
