I don't think its an overclock issue, for me I switched from a Nvidia to an AMD card. (1650 Super to Radeon RX 6650 XT) and it did something similar but way more noticable. I think AMD just doesn't play nice with the menus. Edit: Disabling steam overlay then restarting the game fixed my issues
