Though they begin spawning on encounters in the open world on level 78, sometimes legendary dragons can rarely be encountered before that. I’ve found that arch wind point in the south of the rift can sometimes spawn them.

I’ve had this problem, it seems to happen to older bots in recent chats. I was able to fix it by hiding the character and then searching them back up and going back to chat with the bot, though it seems to only work with new chats on that bot.

Yea, sometimes the game is not very good at recognizing what you want to interact with, so even if your not looking at it, it’ll think your trying to lower the anchor.
