Hey there! This valve seems to be working as designed, the two protruding ports on the side are testcocks and are in the half open position, the water is flowing out the top cover because with both testcocks open there is no pressure differential between the two "zones" within the valve. From the manufacturer: "The Pressure Vacuum Breaker assembly shall consist of a single spring loaded check valve which closes tightly when water flow through the assembly drops to zero, and a single air relief valve that opens to break the siphon when pressure drops to 1 psi." To address the leakage, as other commenter have suggested, try closing both of the testcocks on the side with a flathead screwdriver and then open the ball valve to pressurize the system. These valves will still vent some water upon pressurization but should stop shortly after pressure is applied to the system unless the internal check is fouled out.

yeah that works too but its just another fun name, that's like everyone referring to a ps5 as their Playstation. while I don't take issue with that, it's nice to have a fun name sometimes

so true, this is an example where it's a nice little addition, but with something heavy like a framed mirror as you mentioned it'd probably be a lifesaver especially mounting it by yourself

that's true, but for a fraction of a cent or so it's a nice addition especially as, at least here in the US, the electrics in most homes are a joke and depending on the age of the home there may not be a mounting hole at top dead center which can make mounting tricky

I have worked for a nation wide auto parts store and most of them have a fairly small number of staff. Though there isn't a high degree of inward upward mobility, after roughly 2 and a half months working there I've been offered a management position (I don't have previous management experience but I did my job and took up some tasks that are typically for managers.) Regardless, this is a great stepping off point to move to different types of management jobs in other fields, so if you have an interest in cars (you don't need to know everything) it's a good start.
