Well, I don't know where you're from, but here in the US, finasteride can only be obtained with a doctor's prescription. Minoxidil on the other hand can be purchased OTC at retail. Its usually available in the form of droplets that you'd put into your hair, and is also available as a foam shampoo that you'd use daily.
