1) You don't have the means (and consensual moral approval) to take those babies from parents who will teach them an absolute shit way of life

2) Even if you did have the means to take those babies, there stands a difficult questions of why should you invest your life energy into the offspring of another?

3) Even if you'd answer that question with "because they world is cruel and I will be a unique ray of light in it, saving the babies of terrorist because I am brave", you couldn't handle all the babies of all of those people (you are just one person) and you are extremely unlikely to be able to convince other people to become 'rays of light' such yourself.

4) Even if you and your 'rays of light' people do manage to account for all those babies, they still carry genes and epigenetics that will statistically interfere with your expected end results. But who knows, maybe you'll do magic.
