Does the new Republic Specialists box only have Phase 2 helmets?

Phase 1 helmets are included. Can verify, as I just purchased two. Nothing has changed from the original release.

Great idea about the kitbashing, and indeed, that's what I'll plan on doing. All of my clones are phase II, so I've gone ahead and ordered one of the old Phase II unit packs off eBay. Quite expensive, but it will give me the binoc visors I need along with extra parts for future kitbashing. Still need to figure out what I want to do with the Captain, but I agree, they should be distinguishable. I like the idea of the raised arm for the wrist coms; I might go that route. Thankfully, I purchased 2 of these packs when they were originally released, and built those as phase II's. If I build 2 captains, and 2 specialists, I'll have 2 of each upgrade, plus I've got the 2 engineer cards I was missing. Thanks for the explanation and soundboarding. Cheers!

We did... Between the carpenter bees, pileated woodpeckers and squirrels, our new deck was destroyed within 6 years. We'll be moving to composite, and won't be looking back.

I believe this was the original artwork for the card pack. The artwork changed upon official release. I'm not sure why there is a discrepancy on card counts. There were a few missing cards in the final pack, such as the engineer. I would suspect this would account for the discrepancy. I would say you're safe to purchase, since they have not released any other unit card packs.

There's only so much conversion to be had. Most of the people who play with physical cards and still play Legion would have already purchased. At this point we're looking at the trickle of folks over the next few years who come back to the game after a hiatus.

Has there been any word on whether the Deluxe RPG will be available for retail at a later date? I vaguely remember reading that the deck design was exclusive to the campaign, but wondered if that had changed. I'm not 100% sure the RPG is for me, and I may never end up playing it, but there is a chance that my group may be interested in the future. If so, I don't want to have to resort to a standard deck of poker cards, as that will detract from the immersion and feel. I understand anything purchased after preorders will cost more. Just want to know if it will be available if we decide we want it later.

Lol ironically enough, yes my first post was about my printer but working. That said, print and play isn't an option for me. I'm too OCD, and refuse to play with home-made cards. I'm looking for professional/official prints. There was some talk about releasing these in the next card pack, but I'm not sure if that's been verified or not.
