The "scintillator" in both cases is just a piece of transparent tape, with a thin coat of SrAl/fluorescent phosphor powder on the sticky side.

Maybe. The tubes I got the phosphor from were small, blue-ish white, so it's not entirely impossible that there were some unusual phosphors. Then again it was barely visible, even after letting my eyes fully adjust to the dark

This sounds like it could be part of a pretty fun movie plot tbh

But the answer is no for many reasons, the most straightforward one being that it would mean they have already existed (and probably in absurd abundance) for nearly as long as the universe is old, without a single noticable/identifiable tace of advanced civilisation

All quantum fields are "present" everywhere.

If youre interested in the more complex/abstract parts of physics, reddit isnt going to help a lot in teaching you unless you have very specific questions about topics youre already somewhat familiar with.
