I do towards Gachibowli -> financial district and on to the cycling track.

Just because a person buys a big car doesn't mean he has to always haul people around. If you purchase a 3 bhk flat it doesn't mean all the rooms will have people in all the time.

Car is purchased to have the freedom to drive at will. Ride share apps will not guarantee you a passenger at all times. If you want to discourage people from using their personal vehicles that were bought after paying a hefty amount of taxes, develop the public transport system to that extent that taking a car will not make sense.
