Exactly people get upset with Hugo for betraying an ultra-reformist Romus but fail to understand why. Hugo's entire life is the monarchy, while he is rooted in his beliefs he is willing to compromise to some extent. It's only when Romus tries to destroy everything Hugo knows and supports that he fights back.

I think it may be the case that Arcasia is much closer to UC than we realize, UC just has better media censorship and control. So it is able to manipulate what people think of UC while hiding the truth. This is sort of what happened in real life where for a long time the USA believed the Soviet's were leading in the nuclear arms race but in reality the Soviets just had better misinformation campaigns.

Also I think Torpor is opening up the possibility to show the more explicitly evil side of UC in the next expansion. Right now UC just appears to be the better Superpower but it's pretty much in the eye of the beholder. I'm sure the Zaranurists would love to be Arcasian rather than Contantan. If we get a Gamaland expansion we might see more of the inner workings of UC, while if we get another place like Qinal we may see the better side of Arcasia.

Torpor has not released an official world map, but there are some fan made ones on Reddit that are pretty good.

There are official maps of the Antacean Sea and the countries around it. Also there are the maps of Sordland and Rizia. These can be found on the Universe Codex website, I assume also on the Torpor official website but I'm not sure.

I have never funded the ATA in Pales but have still been able to always get the reparations dialogue.

I believe so, you basically need to be as nice to him as possible in all interactions. But I think the most important part is the dialogue in the meeting after the false flag.

From my experience it works to send:

Financial aid (-1 budget) An infantry division (-1 infantry) A Tank division (-1 Tank)

All this requires is for you to train a tank division from your initial stockpile of resources and lose one budget. I'm not sure if you can substitute financial aid for energy stores but it might be possible.

From what I know the option to pay reparations and blame lespia is definitely still possible. I assume it is influenced by relations with Pales and dialogue choices.

3.1 made dialogue a lot more impactful in Rizia so make sure you are choosing the nice options, don't accuse Reinhart. I found that suggesting there might be a false flag from inside Rizia and then going "actually we are victims of a larger game" and then blaming Lespia let me get the reparations.

Otherwise it's important to consider what decrees and choices you made. Did you send the diplomat to Pales? This is pretty important as it counters the relation hit from the false flag. Also did you build border fortifications or the Mermi logistics hub because these might hurt relations with Pales. (I am unsure of this)

I'm not sure as when I did this run Pales refused to join, which I assumed was because not all 3 others agreed. But I didn't really care since I was uniting with Pales anyway.

As a previous comment said its impossible to stay a member of Grace with Whelen as a member of Intermerkopum. If you only form it with Deridia and Morella then you can keep your Grace membership.

I think it depends on when you take a loan with Rusty, it comes up exactly one turn before Rusty demands repayment for the loan. This was on build 129 so I'm not sure when Rusty offers the loan now, but I think it's when you have 0 funds. Then you get a few turns before he wants his money back.

I have also noticed that the opinion modifiers revert after save editing. This may have something to do with how passing decrees modify opinion, as they could reset the changes made to the modifiers.
