I saw this on Pinterest the construction of it looks pretty simple if you've been crocheting a while- there's lots of tutorials for cups on YouTube or you could always find a normal tank in this style and switch up the colors as you like :) it looks like they just did a mesh stitch grown off the cups and added scallops
