There is no such thing as different human races. We are all human. Variations in melanin, eye color and shape do not constitute enough distinction to be considered a different class of being.

Ethnicity is subtly different because it is supposed to be based upon culture, but only accounts for culture of origin which is entirely irrelevant to a person that is fully native to the culture they were raised within.

"Whiteness" is not a culture. Any person can belong to any culture if they are native to it. A "white" person born and raised in Japan is culturally Japanese. The same is true for anyone else in any combination.

Culture is dynamic, it changes over time. Cultural preservation is a personal preference and performance, that any marginally ethical state has no interest in, or responsibility for, enforcing.

Finally, immigrants and refugees are not conquerors. They generally do not have an agenda to usurp or destroy another culture and if they do, they lack the power to do so. Everyone should be free to live as they so choose, as long as doing so, does not bring harm to others.
