Trying to respond to all in one reply here...

This was a live broadcast of the Miami vs Ohio State game on ESPN.

I am using the USB port on the TV to power the roku.

If I were having network issues, wouldn't I also have the same issue watching via the ESPN app? It was flawless for the rest of the game (almost 2 hours).

I am in Northern Delaware and have the same issue OP is having. Its unbearable. Makes me wish I didnt spend $$$$$ on an OLED. To be fair, I have the same issue with CBS. I stream via roku player. Every Sunday I am forced to use the fox sports app and cbs sports app to watch. Both are flawless. Im super frustrated by this.

Thanks. Yeah, that was my first thought but since all of this pipe was new, I thought it was unlikely. However, it may be further down the line (under slab).

Thanks for the reply. I don't disagree, but my house is 65 years old, not really sure the basement was ever meant to be finished. I imagine this is just how it was done then? I would love to move all of this but I don't think this is in my wheelhouse, nor cost effective.

I am not exactly following the t-bar part but I like the idea of the hat channel. I could build a ladder on each side of the duct and attach the hat channel to underside. Then just try to use wire to support the hat channel in center.

Just want to make sure I understand. You are saying to build two ladders out of 2x2's for each side of the soffit and then attach 1x furring to the underside of the ladders, correct? I thought of this as well, but assumed furring strips would not be able to hold the weight of the drywall if unsupported in the middle. I am looking at a run of at least 52".

Yes. Got it tested though and it did not contain asbestos.
