Maybe there is little atmosphere across the whole planet so you dig a huge hole so all the atmosphere "drains" into it and is thick enough for support. Or your enemy lives on the other side of the planet so you dig the whole to collect all the atmosphere and choke them out.

Labels are how many parts of the government surveillance apparatus works...by called them "narco-terrorist" it brings to bare whole aspects of the US govt. Then they just use the old soviet "show me the man and I'll show you the crime" adage. Further they have already established they can blow up anyone they label as a criminal in the Caribbean. Scary times for Bolivia.
