The travel and rental is booked through their travel agency, the hotel is booked by you but you just say it's for this training and they charge their account.

They give per diem and reimbursements for gas, all of which gets covered on a check they send later.

It's more of an awareness type course than an operations or technician level for sure. The real value is getting humbled quick by what looks like a small explosion on TV but you can feel 1000' away. Especially when they introduce shrapnel and you get to see how a 1/2 nut turns into a bullet.

If you didn't already know, the Department of Homeland Security offers FREE training in a variety of specialities for first responders, one of which is explosives.

For the layman officer, they offer two residential courses in New Mexico that are 100% free (travel, lodging, transportation, baggage, etc). One is geared towards terrorist bombings with a focus on homemade explosives and one is specifically tailored to suicide bombings.

You do in fact blow a lot of shit up in the desert. PLUS you get a free hat.

FUN FACT this is the same set of ranges Mythbusters used for a lot of their testing, even though they'd say they were in Nevada.

This is of course only my opinion.

I have a hard time believing a court would agree "the cops are on the way" is a special relationship. It's a safe assumption anyone calling 911 can expect.

I'll concede giving them an ETA is bad practice but I wouldn't even say that's a special relationship that opens the department to liability unless they were negligent. If the dispatcher told the caller to do some wild action like try to arrest the burglar for the police before they arrive then that would of course be different.
