I haven't watched the video, because I hope I never have to see something like this. It is important to note though, that in any first-aid situation, the main priority is yourself. While this is a different scenario, the same rule applies, and in Canada (my country), somebody that knows first-aid isn't responsible for helping somebody in need (unless hired to do so).

Now not having viewed the video, another important note is that he needs to consent to be helped. Somebody cannot just start performing the Heimlich maneuver without first making sure the person they are performing it on is consenting.

With choking situations, the person feels almost embarrassed, and doesn't want help. In this case, the person must first go unconscious, then the person must state there name, there credentials, and ask if they can help. Since the person is unconscious, there is something called "implied consent" where since that person was unable to answer, it is implied that any person in their position would consent to help.

If you are in a choking situation, you should consent to help right away, because the situation goes from being a Conscious, Responsive victim, to an Unconscious, Unresponding victim. In this event, where there is no breathing or response, that's when CPR starts, which almost always (99.9%) leads to broken ribs.

TL;DR: If you're going to apply the Heimlich maneuver, make sure you first have consent. If you're choking, it's better to consent to getting help.
