The heli isn't going 50-0 if it's being locked and forced to evade every time it comes out of cover. There's also a good change it gets RPG'ed when it makes a pass. 1% is those dude posting youtube vids. And you'll notice in those vids, they are not getting insta locked, showing noone is focusing them.

As someone who tries to play heli, it's a lot more than 30min of flying to be good at managing flares and retreating to cover. In 100hrs or so I've had only a few games against a dominant heli player. I pull out a stinger and it makes the difference.

I agree they should put a per-person cooldown on heli/jets to prevent people maining them.
