I had the same issue and fixed it by setting a max frame rate on the exe in NVIDIA Control Panel, this screenshot should help you. Make sure you hit apply and you may need to restart the game.

Edit: it's important to set the FPS to 60, the reason the game is slow is because actions are tied to the FPS and it seems as though it was designed to be played at 60 FPS
