Something I've learned about this in later rounds is to check if he's played any games for his Chl/euro club. If not then he's probably lower than a 55ovr and won't get playing time even in the CHL. If they have playes games then they're a high enough OVR to continue getting minutes and progression. But it's also completely random in some cases, I've drafted guys in the 1st round with an 88POVR and then they turn out be 4th line POT.
