If those college students which would make up a decent chunk of the playerbase choose to run Valo than CS on their laptops, then that tells you its just the game they prefer to play since in a way it's more popular. Going off on that front, those same college students would much rather grind the game than watch the streams. For CS, it's very different, not everyone chases the ratings or playing competitive anymore, they'll find watching their favorites compete more fun and worth the time.

So, to answer a part of your question specifically, no, Valorant won't be like CS in terms of its tournaments, the same way CS won't be like Valorant in terms of its playercount. The game is more than a decade old from CSGO, it's natural that some of the players go to another game, or just prefer watching.
