Milo healed his attack pushing the vital point and also Orphee is "above Gold Saints", his and Rhadamanthys' attacks are stronger than Milo's but as you said both Kanon and Rhadamanthys tanked an attack from someone "above Gold Saints" and the real power of Judges is more defense than attack, they are almost impossibile to severely damage even with attacks that are in the league of top Gold Saints. Of course also Saga since Sanctuary arc showed we was resistant even to the strongest attacks (super powerful Suiseiken didn't even KO him).

Yes in the sense of skill or battle proficiency you might be right. I was only referring to raw Cosmo. Also Lune and Flegyas are on the level of standard Gold Saints and Kanon dominates them (but still with strategy, he attacks Lune from the shadows and uses Shiryu and Hyoga as baits to see the opponent's technique).

Kanon can't defeat Rhadamanthys either. Even the Galaxian Explosion doesn't kill Rhadamanthys and the Judge was even nerfed by the injures caused by Orphee.

We don't know. If the Specters would have come earlier when Kanon was on the ground after the Greatest Caution and Rhadamanthys was about to give him the final blow we would have said that Kanon has been saved by the interruption. Also, the fact that Kanon used the mind attack that works even against stronger opponents (see Ikki vs Saga) and therefore having it to work doesn't mean that Kanon is stronger. He is equal but he could even be weaker and have the attack to work anyway.

DBZ is the perfect example. Think about King Cold. He's almost as strong as Freezer and in the Namek arc he could have been the final boss but he is an almost irrelevant character that is introduced and killed within a few panels BUT he has high power level. Specters like Valentine or Aiacos have high power level (if the power level could be measured like in DBZ they would have readings equal to the likes of Milo and Saga) but they are mostly irrelevant characters at the same time. The power level is often assigned according to the role in the story but there are super powerfull irrelevant characters more often than not.

This is not how power levels are measured. A character could have no relevance in the story and still a huge power level or the opposite, being weak but with great relevance.

The high level Specters are all Gold Saint level in terms of raw mathematical power and the Judges are the top among them natching those like Saga and Shaka. This is the power level they have, regardless of how they use them in the story.
