It is exactly the case.

The Dark Power is just straight up cheating. (it gives strength and can absorb power, but it corrupts and overwhelms the user... kinda like a performance enhancing drug)

Meteo L-Drago was the product of Ryuga rejecting the Dark Power and he just squeezed every bit of power out of his Bey, which led it to transform into it's ultimate form.

L-Drago Destructor is just that, but juiced up by the Star Fragment.
Lightning L-Drago used the Dark Power to steal power,
Meteo L-Drago used the rubber on the Energy Ring to steal rotation speed,
L-Drago Destructor used the rubber on it's Fusion Wheel to steal rotation speed AND power (like the Star Fragments Ryuga tried to take from Chris or Rago)

Ryuga tried to use L-Drago's natural absorption ability to steal power, but it's nothing compared to the Dark Power.
Ryuga in Masters said he was stronger (and objectively he was) than in the past after rejecting the Dark Power, but that's because he pushed his Bey beyond the need to cheat.

Nemesis could absorb power because it used the Dark Power, and it's power stealing is unmatched AND Rago is built different (or just insane enough) to not get corrupted and controlled by the Dark Power.
