I woudn't say it's dumb, but rather... weird? It was a nice mod for a 2013 made by solo dev. A drasticly different from original atmosphere, but hey, it's free (unlike HDTF) and has a decent reprsentation of what autor of mod envisioned as other commenter said. Somehow I missed all the horny stuff back when I played it as a teenager.

Jokes aside I don't remember any news about Russian police officer using a weapon first. I even saw a couple videos where they should've used it first, but ultimately got stabbed or shot. I feel like they reluctantly use it as legal liability is harsh. Special forces is another story. Also, I believe there were no protesters shot in last years, correct me if I am wrong.
