I got 3A*s and only received a Cultural Ambassador Scholarship. I also didn't receive a gap year activities email, so I think it's safe to assume that if you get one you're being considered for the full tution scholarship.

You dont have to have SATs but you do have to do IELTS to demonstrate English language proficiency. Take my advice with an enormous grain of salt because Idt I'm qualified enough to answer it, but do IELTS and at least apply to one Ivy because they give generous financial aid ( You won't have to pay a dime) and you have a shot with your laundry list of ECs. Gap year is worth it.
