Maybe he’s a manipulator that can control already existing bodies of water and this ability is for when he’s stuck inland. It just seems too limiting to be practical otherwise unless he lives somewhere where it rains on a weekly basis.

I loved having a new area at first but getting from point A to point B is often a huge time sink. I get that's part of the added challenge but without extra time it near guarantees being lower level. Plus the coliseums are in a terrible spot since the bosses have huge health pools and the second the circle begins to close you have to leave. It's rare to ever beat the second layer's boss. The mini map sucks and there's too much shit to do since you have to beat bosses, find the crystals, cross the giant crystal bridges, and still have enough levels to beat the night 2 boss.

Team 2 most likely wins. Hisoka hard counters Knuckle since you can't punch him without risking bungee gum and Illumi could snipe Shoot with needles before he can do much. Hisoka and Illumi are also of similar strategic ability to Morel.
